O R D E R :

In the G.O. 1^st read above, the Government have approved the list of Backward Classes (other than Scheduled Castes and Scheduled Tribes) and declared that the castes and Communities specified in Annexure-I to the said order are Socially and Educationally Backward Classes for the purposes of Article 15(4) and 16(4) of the Constitution of India.

2.           Sri D.Rangareddy, President A.P.Central Committee of Sadara Vidya Abhivvrudhi Sangam, Guddugurki, Neelakantapuram, Rolla Mandal Anantapur District requested the Commission for Backward Classes to include Sadara community in the list of Backward Classes. It was represented that Hindu Sadaru/Sadara is a minor community and they are residing in Madakasira, Penukonda and Hindupur Taluks in Anantapur district and they are mostly agriculturists, having small extent of land. The income from agriculture is very poor and their holding is un-economic, due to sub-division and fragmentation in the joint family. The Community is recognized as backward Class in the Karnataka State. Numbers of the community have been subjected to discriminatory treatment by the superior varnas. They are Socially and Educationally backward. There is no political representation of their community and most of them live below the poverty line. The literacy rate is very low and there are more school/college drop outs. Most of them are agricultural labourers.

3.           In the reference 2^nd read above, the Chairman, A.P.Commission for Backward Classes, Hyderabad has submitted a report on “Sadara/Sadaru caste and finally recommended that the “Sadara/Sadaru ” caste is socially and educationally backward for the purpose of Article 15(4) & 16(4) of the Constitution of India and fit to be included in the list of Backward Classes under Group-D at Serial No.35, and the area of operation shall be confined to Anantapur district only”.

4.           The Government, after careful examination of the matter, have accepted the recommendation of the A.P.Commission for Backward Classes and decided to include the castes “Sadara/Sadaru” in the list of Backward Classes under Group-D at Sl.No.35 of the existing list of Backward Classes specified the G.O. 1^st read above.

5.           Accordingly, Government hereby order that the castes “Sadara/Sadaru” be included in the list of Backward Classes under Group-D at Sl.No.35 for the purpose of Articles 15(4) and 16(4) of the Constitution of India and the area of operation is confined to Anantapur District only.

6.           The Director, Backward Classes Welfare, Hyderabad and all the District Collectors are hereby directed to take necessary action accordingly.
